At my old house I used high speed internet to stream movies from my PC to my ATV2. We have moved and don't have internet. Can stream movies from my PC to my ATV2 using a router with no internet?

Yes. If AppleTV and your PC are in the same network, you do not need internet. In your source (XBMC) you would have specified location (through SMB or FTP or uPnP) in PC to reach the files.
