I'm not suggesting wake on LAN. I'm suggesting using IR.

How does running the NUC on windows compare to Openelec? Currently using OE but considering Windows so that I can use netflix

Just fine. No problems here. Boot times are the same, half a second up or down.
I would choose OE over Win because of high win licence costs.
But for netflix you have no choice, so windows, otherwise OE.
Edit: OE is fast and simple to install and running xbmc in a few minutes. And for windows we all know it is a least couple of hours from begining of installation to fine tune.

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
