I missed the over simplification part. Imo its only a very small percent that actually uses that option. It complicates the code and is not in line with the other sections, which just show fanart when its available. This unifies the settings across sections. Power users that actually did use that option, like yourself, can easily change behavior by adding 1 line in variables.xml on line 4 (just treat this like an advancedsettings.xml setting):

content can be changed to tvshows/episodes/seasons/musicvideos according to your needs in subsequent lines.
The global option to disable fanart is mostly there for systems that struggle with displaying fullscreen fanart.
