Harmony One and Win8.1 almost sorted now!
Don't add an MCE device to the Harmony, under Computer, Media Centre, pick Microsoft for a manufacturer and XBMC for a model.
That adds a device with all the native XBMC commands, and so far every XBMC command works inc Info and Context Menu.
Only bit of tweaking is the default PowerOn doesn't turn on the NUC, but found the PowerToggle option does.
Just need to get it to use PowerToggle as the activity startup command.
