there is no other solution, short of flashing the BIOS chip directly with a chip programmer to reset the boot flags. This is just what happens when you do a factory reset without first resetting the boot flags; the (only) solution is to boot to ChromeOS using [CTRL-D] before SeaBIOS loads. Find a working keyboard and go from there
