I've experienced this issue on recent builds, but did not report it until now as I thought it was a fluke. Current testing build is 14.0-ALPHA1 Git:20140531-4cbf928
What happens is when a video is started (from the beginning) and you try to skip ahead one chapter it does nothing. In order to get the chapter skips working, one has to skip back to the beginning manually (despite the fact that the video obviously was started from the beginning). Then forward-skips work as expected.
There's also a message displayed in the UI "Cache filled before reaching required amount for continuous play" (which is interesting as it shows up right after you skip back to the very start of the stream)

This only occurs on 2014 Gotham builds (no issues with forward skips on any of the earlier, i.e 2013 Gotham, or Frodo builds using similar cache settings)
