I am attempting to get my in-laws to cut the cord, but my mother-in-law is addicted to The Weather Network (Canada). She goes to her TV, turns it on The Weather Network and watches that to get all of her weather updates. I have told her that she can use an app or go on the website, but she seems to be the type that needs to be "fed" the news, if that makes sense.

Is there an addon that will allow her to live stream some sort of Canadian weather station? I can't find anything for The Weather Network, but maybe someone knows of an addon for that. Or something similar.

At the moment , KODI cant hadle the range byte stream such as yours. From time to time this type of stream shows up. May be , we can bring the attention to the dev to support. But i dont know whose door to knock.

However, You can play this type of stream using a plugin called f4mtester addon by shani. His repo is here:

You might want to check up a third party addon support forum(google tvaddons).
