i want to know if there a way to manually edit XML or other files in order to enable the livetv and chosing a specific pvr.

Addon settings and Kodi settings are stored in XML files under appdata (on windows) and equivalent path on other systems, but I think the actual addons available/enabled etc are stored in the addon database file (which you could edit/update with various SQLLite tools)

What are you wanting to do?
