Perhaps it's a low priority with FFmpeg because there is a work-around for the problem. MythTV was able to work around a problem that involved "Unknown table 0xC0" seven years ago: #6539 closed patch (fixed): cleanup 'record' debug output for program information message table 0xc0 . FFmpeg lists MythTV as one of the "projects and programs known to incorporate work from FFmpeg" (FFmpeg wiki: projects).

I had a closer look at PAT/PMT of the provided sample and seriously doubt that this is an ffmpeg issue. PAT has a single pid and PMT with this pid has table id 0xC0. There is no single PMT with table id 0x02. Without the latter it can't work.

Also tried TSReader (Lite). It confirms my observation by finding no streams for the program either.
