I'm using kodi-pvr-tvheadend-hts_1.9.39-3trusty_amd64.deb tvheadend plugin on Kodi Helix
linux ubuntu Linux 3.13.0-43-generic #72-Ubuntu SMP Mon Dec 8 19:35:06 UTC 2014 x86_64 x86_64 x86_64 GNU/Linux running on NUC hardware

The video freezes sometimes because of oscam lag but when ECM packets are back i get an image freezed in front right top and the video running in back.

I don't know if this behavior is caused by Kodi or pvr plugin.

Try disabling the TvHeadend HTSP Client add-on and then installing this pvr.tvh TvHeadend compatible add-on from zip in Kodi > Settings > add-ons from here:
