When are .NFO files used

Question 
When are .NFO files read? If I make a change in the NFO do I have to remove the video and rescan for it to be read?

You don't have to remove the video - refresh it, and you'll be prompted whether to use the local information (i.e. the NFO) or fetch fresh details from the Internet.

Once read, the details are stored in the library and the NFO will be ignored, so no changes will be picked up until you refresh as above.

In a similar vein. when are local (same folder as movie) artwork files used & does their presence override the orinal internet location of said files in the NFO file?

Is there a good resource for questions like these? I couldn't find much in the wiki.

That information is only used when the media is scanned in, unless you specifically refresh (which rescans) a specific entry. After that, Kodi always looks to the internal database and cached artwork.

You are correct as to the role/use of the NFO file; I just missed it I guess; I didn't find anything about the scraped artwork though
