I wanted to update this thread with some good news. I just tested this with openelec running on a gigabyte brix and a $10 usb bluetooth dongle. If you own any of the recent harmony remotes that have a hub that can connect to devices via bluetooth the response is truly instant. Just pair the device as a windows pc and change a couple keymaps in kodi and you are good to go! Better instructions here: http://forum.kodi.tv/showthread.php?tid=...pid1843165

I have a Harmony 650 running the MS Media Center Extender profile. Even after adjusting the inter-key delay to zero, I still get lag when controlling Kodi, especially when navigating lists and such. If I press a direction key really fast, the IR Receiver's LED blinks and keeps up but Kodi does not respond. If I use my Logitech K400 wireless RF Keyboard with trackpad, there is ZERO lag. I can press the keyboard's keys as fast as I like and Kodi always keeps up. The difference between the 2 devices is quite noticeable.

I just ordered one of those $3.50 Media Center Remotes (eBay) to see if the lag is the same. I don't wish to pay mega bucks for an IR/RF/Bluetooth Universal Remote. There has got to be a way to eliminate this IR lag.

I'm still not sure which component is causing this IR lag. Is it the Remote, IR Receiver, Intel NUC, OpenELEC or Kodi ?

3rd Gen Intel NUC
OpenELEC 6.0.0
HP IR Receiver

I got an answer directly from Logitech about the lag that many Harmony users experience. Here is their answer:
