Firstly, your video driver doesn't support DirectX 11 Video Acceleration API. This means what Kodi Jarvis unable to use DXVA decoding/rendering on your hardware. But it still can use sw decoding and pixel shaders for rendering. Currently there is an issue with shader and drivers those support only FL9.1 (in your case) which will be fixed in next build.
