Actually, VFR is Handbrakes default setting.

VFR has really little to do with compression rate
It is more about keep the original content in the format that it is supposed to be
If the original source is "VFR" in its nature, you have basically these choices:
1. Keep the video interlaced as the source. Most people probably do not want this because the quality of deinterlace in playback time is normally quite low, it also causes tons of trouble for config and hardware support.
2. Target one frame rate, ignore the other. This will make some part of the video choppy because frames are dropped.
3. Convert frame rate, normally through frame blending algorithm. This will result very bad picture quality and the process of frame rate conversion is not. reversible.
4. Makes everything 60p. This solution will waste a lot of bit rate. In addition, the playback of 60p is always much more demanding than the playback of 24p/30p.
5. VFR, which is neither harmful to video quality nor waste bit rate
