I would say it is, as you can see here in this preformance test under ubuntu.
And as far as I remember a the celerons struggled, but if we are talking about performance near an Intel Core i3 "Broadwell" system in some tests, I would guess that it sahould work out...

Just don't know how hard it is to port 2x yadif software deinterlacing to android...
Maybe koying or some other dev can comment on that.

Suspect it will depend on how easy it is to get hardware decoded video back to the CPU (whether it is possible and how many resources it consumes)?
