I tested with OE 5.0.8 and 5.95.1. With the latter it was the same as with these testbuilds, I had to unplug and replug my USB devices after booting to get the tuner to be detected. 5.0.8 I couldn't get the web interface to even open so I didn't waste much time with that.

So it seems to be an OE issue specific to the v2 unfortunately.
