Yep, because you need to create a smart playlist for the US movies also, which will exclude the foreign movies, and vice versa.
Creating just the foreign smart playlist, won't do anything for your main movie listing, which still contains everything.

It's in your Userdata folder. Are you using Windows or other?
Playlists are in the \playlists\ folder and Nodes are in the \library\ folder.

Ok so to sum it up no matter if i use Nodes or smart playlist i will need 3 folders, 1 for ALL movies 1 for us movies and 1 for foreign movies. is that right?

You keep saying "Folders". You mean Smart Playlist or Nodes, right?
Yes, you will need 3 playlists or nodes

Sorry yes im new at kodi so i mean 3 nodes or playlist just like in my pic "movies" "titles" and "tvshow" this is what i called folders.

Kodi has 4 Libraries - Movies, TV Shows, Music Videos and Music.
Nodes and Smart Playlists are used to filter Libraries and their content, just like you are trying to do now.

So to sum it up i have to put ALL my movies foreign and us in the Movies library then make 2 smart playlist for us and foreign movies and put them in a new library i can build in skin settings.
BTW i been using that guide you linked to so im familiar with it.

Yes.
All movies scanned/scraped into the library are added by default to the Movie menu item. (which is a parent node)
Scanned= content added to the library using nfo files
Scraped= content added to the library using the online scrapers
Now you just need to build two smart playlists or two nodes for your US and Foreign movies. Your main Movie menu will still contain all movies, but the two US and Foreign movies menu items will be filtered.
You can add them as sub-menu items under the Movies menu item, like in my screenshot below showing Battlestar, DC Universe, Marvel, etc
