Go into the skin settings and there should be an option to enable the live TV menu.

Are you sure you are using the re-touched skin on both?

Because when you open the application with the option disabled the behavior is different ... You do not see the loading of channels on splash screen...

Ensure you have the latest version of re-touched installed on the iphone. The progressbar for channel scanning is there for each skin (even those who don't support livetv) because its a generic progress bar.

re-touched has a skin-specific setting (outside of the Live TV setting) for showing the Live TV option in the skin.
