I would buy a nas Thecus N4800eco.
I see that this NAS can run XBMC13.2
I know also that exists this app for android for control it.

My question is: I have 2 kids, it's possible to restrict access (by different users or else way) to library content, so when kids log in system can browse only cartoon and when I access I can see also Movie and TF?

You'll probably be able to do that with profiles, but you should check this in the general section.

Also, be advised that switching profiles with the remote is problematic and might not work.
