I have android box 4.4.2 SDK with XMBC on it,, I cant get Live TV to work. Will it hurt to download the new Kodi version and will that help me to get Live TV going? I am new to this so I apoligize for these questions.

13.2 is ancient, I would imagine you will get far far better compatibility with a newer build.

So what version of Kodi is the latest and if I install it will it uninstall the old xmbc?

latest is 15 Beta2 and yes I suspect it would over right 13.2
if you are rooted you could use the excellent titanium backup to backup the old install.
