OpenELEC Testbuilds for RaspberryPi (Kodi 16.0)
There is a bug that does not save settings when you select Appearance/Skin/Settings/Add-om Shortcuts/ The shortcuts shows up but they disappear after reboot. Of course with default Confluence skin.

I recorded a short clip and uploaded it here. If I skip forward about 30s and then back 10s, the picture freezes whilst the audio plays and the picture stutters on the same frame for about 10s before unsticking.

I have been seeing this issue also.
Not with live TV or anything. Just NFS playback of an h264 mkv.
I cannot reproduce the issue with OMX acceleration enabled. Only with mmal.
The method of reproduction is the same as you have described.
Skipped 30s forward a few times (I.e skipping opening credits)
(Went to far) so skipped back 30 seconds.
Audio will continue to play but video is stuck for about 20 seconds. The odd frame update will occur during this time.
There was nothing shown in the debug log but the only thing I noticed was that the kodi.bin CPU usage was at 100%.

It's not 100% guaranteed to happen which also doesn't help finding the cause

I should mention that in my case the files I'm playing are on the SD card, so that rules out NFS or network issues.
What are the current hevc limits on rpi 2? resolution, bitrate

I've partially been able to reproduce - ie. it didn't save the updated shortcuts on one occasion, but all other times it does (testing with build #0821). There's definitely an issue, maybe a timing issue if you reboot before the settings have had time to be saved. Skin settings are now saved separately from all other settings, so possibly the shutdown process needs to dump the skin settings before exiting.

With these builds I think 1280x720 @ 1Mbit/s should always be safe.
Depending on encoding options 1280x720 at a few Mbit/s may work.
With overclock and the right encoding options you might get low bitrate 1080p.

I can reproduce. I think I understand the issue (at least in the mmal/dvdplayer case) so hopefully will have a fix for that in next build.

I've just pulled #0822 as /etc/arch has also been removed in this build which might result in the DevUpdate add-on installing an RPi1 build on RPi2 - currently building #0822b with a fix.
