I would expect the current stable build, v14.2, is the best supported at the moment. However, that is only a guess, as there is no way to know about every single add-on out there, and this will change with time.

If it is a brand new installation then yes, you will have to re-download add-ons. If you are updating then no, you don't have to re-download add-ons, but you should always make a backup (wiki) regularly as a precaution.
