Will there be builds of Kodi 15 for Ubuntu 12.04 (aka Precise)?
Currently the stable PPA has Kodi 15 builds for all versions except precise. Weirdly the nightly PPA does have recent builds for precise.

Yes.

12.04 does not provide a c++11 compliant compiler. You need to upgrade your gcc and build manually.

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
