I had internet problems last week and hoped to entertain my family with locally stored media. Unfortunately navigating Kodi (opened running on chromebox ) was painfully slow.
What are the dependencies of kodi on the active Internet connection. I don't use any streaming services and only customization from plain install is aeon theme.

That sounds like something is wrong. My main HTPC is not as fast as the Celeron Chromeboxes (the entry level models), but it is very quick with the local library.

Have you tried to see if it was skin related by switching to another as a test? Is the local library just as slow with an Internet connection?

Try to get us a debug log (wiki) of when you are navigating in the local library.
