why didn't Isengard 15.1 make it on to Ubuntu Utopic?

No longer supported.

That is one of the reason's I use LTS versions of Ubuntu. You only have to upgrade 2 years, versus 9 months.

hmm... i had issues with Vivid, that's why i went back to Utopic.
