Does there exist an online database, like Musicbrains, etc, that has metadata on a file based on its hash sum?

Instead of storing metadata in the file itself, can't we just use a cloud service for this, if we got the hash sum?

Also, such a database would be able to provide meta data for files that doesn't have a container that can store meta data.
