OK. I added a nVidia GT630 and it made no difference at all.

Still there sadly, tested Krypton 17.1 RC with same stuttering and audio sync issue. The file is less than 100MB as well.

New interface is great!

I'm having the same problems as everyone else with x265 files in Jarvis 16.1 but I'm wary of installing a Beta if I don't need to.
Kodi 17 still has the same problem.  Every video player on my TV box can play hevc files perfectly, but open it in Kodi?  Stuttering video and audio creep.
Tried all the suggested settings changes.
There should be a setting for "let the video player do its job!"

Today I installed Kodi 18 x64 alpha nightly (20171215-9bc8607c-master-x64) just to test software decoding HEVC. After 1 hour of playback I cannot see a single stutter. Same files in Krypton, stuttering used to start shortly after being played. I'm testing this on an oldie, intel i3 based laptop, Win10 x64 (of course)
