1. Yes, you can use the skin backup to transfer the skin settings. No, it won't transfer any addons... You might want to take a look at a true backup addon for that. I believe there's one in the official kodi repo for that.
2) Oops, bug discovered :-) Guess it broke in the recent settings refactor. I will fix it for next beta.
