The Kodi menu setting is slightly misleading. It is mainly there to let you force Kodi to output 16-235 within 0-255, rather than let your driver scale 0-255 to 16-235. In some situations - if your TV doesn't interpret HDMI Infoframes correctly, you can set your driver to RGB 0-255 and Kodi to 16-235, and you will get RGB 16-235 Limited without clipping of BTB and WTW and with reduced banding due to scaling ranges. However the HDMI Infoframe may well flag RGB Full range - and newer TVs may thus switch from Limited to Full, giving you grey blacks and washed out colours.
I haven't played with nVidia or Intel drivers enough under Windows to see how they handle Infoframes. (Intel's Linux drivers have support for it - but fritsch et al have tweaked drivers to allow them to be more usefully used with 16-235-in-0-255 situations)
