If I set the audio configuration to "fixed" and the program stream has a lower sampling rate than the one I selected is the program stream audio sampling rate upconverted to the sampling rate that I specified.

Yeah? So? That's exactly what Fixed does. It's not a maximum, it means kodi outputs exactly this sample rate no matter what input.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
