So I am looking to have a Debian server which would have all my media as well as receiving additional new media material and then serve it out to various devices including remote streaming to my phone or tablet. What would be a good tutorial to get this installed?

Tbh, this is not an OS or NAS support forum.

Just use google for how to create network shares on debian. If you got that managed, you are able to use those shares in Kodi to play the media the shares contain.
