Please take the following in consideration:
1. Original poster had problems via WiFi, not local
2. Thread is from 2016, a lot has changed since then: the solutions mentioned do not apply anymore.
3. Make a new thread and don't forget to post a debug log in order to get help specific for your issue.
The stuttering on local played files can have many causes, like outdated driver's or system specs not up to par.
