It's hardware dependant but I can confirm it works on my Shield TV.

Settings > System > Display

General - Resolution - 3840x2160p
Set GUI resolution limit - Unlimited

Restart Kodi.

Where is "Set GUI resolution limit - Unlimited"? I can't find it. (I'm using Kodi 18 64bit on Windows).

My Kodi says it’s 1080p but I know the tv is 4K. What I mean is, I know the HDMI is 4k, because I check the Samsung tv setting and it shows the current status as 4K at 60 FPS, but Kodi says I’m only doing 1080.

So for me it’s not issue, Kodi is just not displaying the right information.
