When I try to download the latest Kodi with Internet Eplorer in Windows 10, I get the message that the publisher couldn't be verified.

I sign my stuff with hearts and smilie faces. I figured that was enough :(

We are not a Microsoft trusted Publisher so we do not have a signing key from them.
Microsoft smartscreen always says a publisher is untrusted when they haven't seen the executable very often. This is nearly always the case with the nightly builds. For the stable builds the warning disappears after a while when enough people are running it. Just be sure to download from our site and you should be good.
