I have searched but cannot find anything. Would anyone be able to tell me which xml file or what tag I need to edit to lower the horizontal blue line in the background behind the covers but in front of the fanart?

You need to turn on "No Floor" in the viewtype options

This gradient is floor.png so just edit IncludesBackgroundBuilding.xml, go to line 65 and play with <top>400</top> value to lower this element.

Example with <top>450</top> but you will need to find and adjust the overlay applyed to the fanart :
