For vaapi hevc 10 to work, you need
On Intel: kodi v18
On AMD: libva 2.1 and MESA 18.1 as well as kodi v18
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Here is the debug log: https://pastebin.com/irkKP2YG

If I need v18 for hevc 10 hw decoding, why kodi v17 in my Android TV is able to hw decode the same file?

Because Android has support for HEVC-10 bit longer than the rest of kodi. It uses a fully different platform dependend decoder (Mediacodec Surface). As you seem to have an understanding issue, especially for you:

For Linux hevc 10 to work, you need
On Intel: kodi v18 with vaapi
On AMD: libva 2.1 and MESA 18.1 as well as kodi v18

For Android hevc 10 to work, you need
Supported device and kodi v17 or later
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Any suggestions for Video Card I'm looking to change from Nvidia (1060) to ATI ? I've been looking at RX 580 8GB but this seams over kill for a dedicated HTPC will RX 460 or RX 560 be sufficient to play 4K HEVC 10bit on Linux Lubuntu 18.10 with Kovi v18 installed and updated libva and mesa. ??

Any Polaris should work so RX460 is probably best as it has the lowest power consumption and probably lowest price.

Similar problem but on different hardware. Core i5-4460, 8 Gb RAM, GeForce GT 1030.

Unsupported. Nvidia doesn't do HEVC 10 bit with VDPAU, and NVDEC which does and uses CUDA isn't supported by Kodi.

What to do? Switch back to Windows?

It is the only option for the time being for newer Nvidia cards. Nvidia's childish video driver support in recent years for the Linux eco system is biting them back now. No Linux developer (afaik) is willing to work on its VDPAU successor in a way that it can be implemented in/around Kodi.
