I have also the same issue
I have DTS and Dolby content , my new sound system does not support DTS

It would be nice that kodi convert it 
Should this be teh setting:?

- Set speakers to 2.0
- Enable AC3 passthrough (for my dolby content)
- Enable AC3 Transcode  (for my DTS conversion )
- Disable DTS 
- Enable EAC3  (for my DD+ content)

Yes that's correct, that's exactly how I have it set up & it works fine.

I will test it, then. I did not test it jet , becasue i was(am ) facing e-AC3/handshake problems

Yes that's correct, that's exactly how I have it set up & it works fine.

Where do you make these settings?  I can't find any settings like these anywhere in the Kodi (Windows) interface.
