Just wondering how is the progress of the support of TeleText subtitle for live tv.

Australia is using that and I have no problem with Mediaportal client.

Nope.
Kodi uses ffmpeg for playback and it does not support them without an external library libzvbi. This library is not included in the Kodi ffmpeg builds.
I've tried to compile it for Windows without success so far...
I'm unaware of other people trying to add it to Kodi, so the status remains the same.
