instead of
QSVEncC64.exe -i SVT_1080p50.mkv --vbr 5000 -o result.mkv

Without -c hevc I think the default will be AVC and not HEVC

yes, should be good like that, if you have all files in the same folder. (QSVEncC64.exe, ffmpeg.exe, SVT_1080p50.mkv and Test.bat)

Sorry last line of test.bat must be
ffmpeg -i SVT_1080p50.mkv -i result.mkv -lavfi ssim;[0:v][1:v]psnr -f null - > metrics.txt 2>&1
with 2>&1 at the end
