I can use the event server to do this, but I am finding that problematic.... Anyway to do this under the JSON API?

top of what list?
most use the json rpc to create their own lists, be it of the audio library, movies, episodes ect... then it would be pretty easy to just go to the top of your own list...
perhaps it sounds more like you are trying to go to the top of the list of the built in menu osd? that would be more of an odd thing to use the rpc for but if so look to xbmc and infolabels
