over_voltage allows higher overclocks to be used (both arm side and gpu side).
You've shown that removing the over_voltage has made the gpu overclock unreliable.
Either reduce gpu overlock (core_freq / gpu_freq) or add the over_voltage back in (recommended as you only have a modest over_voltage).

Even if I leave in the over_voltage, if I comment out arm_freq=1300 Kodi freezes upon reboot. Does anything else in there work off a divisor of the arm_freq that is requiring the 1300 to work?

That makes no sense. The arm has its own PLL and its frequency will not affect any gpu clocks.

Yep, working fine (UK).

It was working fine here, i had kodi reinstalled  and after that it didn't work anymore. When i log it says "Can not complete your request at this moment" and when i try to play something it says it failed to play. Tried multiple things, without luck.

Try rebooting, that often clears up connection issues. Otherwise please post a debug log (wiki).

Tried rebooting, uninstalling, reeinstaling.. formating the OS, reinstalling. Setting a static IP.. nothing.

Oddly enough, when i reinstaled the OS the first time, i got some issues trying to reach Samba, maybe its network related.

I am currently on the latest build #1015. I noticed that the “Install from zip file” button, on the Add-ons section of the home page, does not work for me. If I go into the Add-on browser the “install from zip file” works fine. Not a big issue but thought I would mention it.
