Previously the logic was more basic and either side requesting turbo would result in turbo on the other side.
But, that may not be required. Simpler HEVC files don't require a turbo arm. Similarly for HW decoded 60fps files.
So we have separated the two sides and they can be in turbo mode independently. That generally results in lower temperatures.
But you may be running slightly closer to the edge in terms of performance, and as there is a little lag between arm becoming busy and getting turbo mode the performance can be lower.

So the plan was to see if the new scheme was sufficient. If not it's fairly simple to request arm_turbo for specific GPU tasks (like MVC) which would give the previous performance.
It may make sense to request the moderate turbo mode on arm (1200MHz on 3B+) which is probably sufficient for your problem but has lower voltage and temperature.
 Can you point at a sample file that shows this issue? Do the drops show up in the OSD when playing the video? 
Thank you for looking into this. Dropped frames are during continuous 3D MVC without going into OSD. It takes a while to see it. Movie has to run for a bit. After an hour it's really noticeable with the temperature around 60 deg. C. without turbo. It's an ISO file from my Bat v Sup 3D movie and probably others.
My current settings in config.txt:

There are some other problems with B+. I'm getting frozen screen stuck with loud sound almost like it is repeating 2 frames over and over paying sound the same fraction of a second all the time. It happened multiple times on 3D MVC ISO files without the Turbo and with the Turbo on. Probably more than half an hour into the movie. I ended up pulling the power out to reboot the Pi.

Yesterday I got to the end of the 3D MVC movie that I've been watching for a while in parts (no time to do it in one shot). I let the credits to scroll to the end listening to the music. At the very end I got black screen. No way out. Moving cursor showed overlay with time 0:00 and nothing. Power out and reboot. I got error message telling me about issues with mounting partition.

I put this SD chip into Ubuntu on RPi3 (not +). I can see 2 partitions with files and no issues. Booting on RPi3 I get following errors:

Since #0329 the GUI (using default estuary) is very choppy during audio playback, for both local files and streaming on a RPi3 (non-plus). #0328 is the last working build for me.

Had someone noticed except that Spectrum visualization moves in slow motion when playing MP3? But if I press "OK" button (so that the bottom bar appears) Spectrum moves normally. The problem is present since build #0329

Another bug is when mp3 plays and you go to libreelec addon, kodi crashes and restarts. With which build that had begun I do not know.

Our service provider, Digital Ocean, is having a problem in their data center with block storage: http://status.digitalocean.com/incidents/8sk3mbgp6jgl

Unfortunately this is affecting our services, and http://releases.libreelec.tv/releases.json is not currently available which is why the update channel and available versions lists are empty. You may also notice a longer than usual delay before the LibreELEC Settings addon is available as the addon service is blocking on the releases.json download which eventually times out. The Digital Ocean outage is also preventing the installation of addons from the LibreELEC repository at this time (so I can't currently investigate the Spectrum viz problem - I'll have to build a new version).
