I decided to make a new HTPC because the support for amd and nvidia graphics cards will not be fast. The only chance is at Intel. Can I count on 4k 60hz movies and Dolby truehd and DTS HD on this motherboard and this processor?
I do not want to throw money back in the mud again.

Your CPU is a Kaby Lake. Have you read this thread: https://forum.kodi.tv/showthread.php?tid=294312
Provided your motherboard doesn't use LSPCON you should be OK for HBR audio passthrough, and the CPU should handle 4K/60. If you have any more questions on this hardware you should ask in the above thread.
Is this the general consensus?
AMD/Nvidia are evil, and Intel is worse, but only on Linuxen?
So the only vialble alternative is to stick to proper (as in paid for) OS's where this seems to be supported OOTB?
There's a reason I'm keeping my Windows boxes.
