No - those settings do not exist, whatever your problem is has nothing to do with them.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Log does'nt help ether?

Problem only exist on LE 9.0 (Zotac ZBOX ID84 and an Intel NUC7i3BNH).

Latest Windows developer build is working (uses the same tvheadend server).

Happening with the latest Kodi Leia builds (not sure when it started) and plain and modded Estaury skin.

First image: watching first show (progressbar is oke)
Second image: next program has started but the progressbar remains filled from the previous program.

Does it make sense to post logs or find out when problem started (difficult cause I have to wait for special moment)?

 Yes. yol tested it - works perfectly fine, no black artifacts at all. He tested on AMD. I tested on Intel.

Probably not related to the black artefacts issue. 
But it also appeared from #0206 on like with others having this issue (e.g. this post). Maybe it depends more on the model of the graphic card.

February releases are affected for sure.

Can't test former releases at the moment (download tooks more than 2 hours for a release). Trying tomorrow again.

Still the question is: why are some resolutions not shown in kodi v18?  
Debug Log was not enabled when kodi was starting up, therefore no information in the logfile available. 
 I added loglevel=2 into advancedsettings.xml
However I cannot see any difference. xrandr still shown 1280x800 max. With kodi 17 its upto 4096x...
