Odd. For me now the gui properly gets lighter when I enable "Limited" and gets darker when I disable it.  
On my system the GUI still gets darker with limited. Are you using these LibreELEC testbuilds or your own build?
I've built the latest kodi master (http://ix.io/1b7E) for Ubuntu 17.10 with Cape Verde PRO [Radeon HD 7750/8740 / R7 250E] GPU, X11, into the same LG 1080p computer monitor that I tested with LE on Skylake NUC, and Ubuntu produces exactly the same result as latest LibreELEC - switching between 0-255 and 16-235 produces barely any change in brightness. When 16-235 is enabled the Kodi GUI in Ubuntu is ever so slightly darker than 0-255, but it's so small a change in brightness it really is barely noticeable.

I didn't see any difference in Kodi GUI or video playback between builds #520 and #521. I do see a difference between Full (xrandr Full, Kodi Limited) and Limited (xrandr Limited, Kodi Full). The gray box on the left side menu goes from RGB 14,19,20 (Full) to RGB 28,32,33 (Limited). This is just a single point reading. This was tested on Intel Haswell system.

When you set the driver to Full, you have to manually change the black level on your TV to full. The AVI InfoFrame doesn't specify the quantization range (Q0, Q1) bits as full. So, the display will not change levels automatically. It does specify the bits when you set the driver for limited range. The display will consider the range as limited when receiving CE video formats.

We believe this is caused by PR13721, the Std Thread change - try #0508 (without PR13721) and see if that is any better, then try #0509. 
 You're correct #0508 works and anything newer does not.

14 * (235-16) / 255 + 16 = 28
19 * (235-16) / 255 + 16 = 32
20 * (235-16) / 255 + 16 = 33

0 * (235 -16) / 255 + 16 = 16
255 * (235-16)/255 + 16 = 235

So - does exactly what it should.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
From #0521 im getting the video freezes again where it freezes until I kill kodi or restart NUC.

A little while back I posted that the asteroid screensaver does not work on the latest build.

I am using a skylake NUC and have done a fresh install with latest builds from millhouse for libreelec and asteroids.

I still get a black screen.

Also I am using a LG B7 tv and every time I reboot the nuc it changes the resolution of the interface back to 4K 30hz everytime.

I can set it back to 1080p 60hz. But then if I reboot it goes back to 4K 30hz

Can you try disabling screensaver.kaster and see if that helps?

Yes, it looks like the add-on is broken (there are no errors, it just doesn't work - black screen, even with a new build I made 5 minutes ago).

Please report this to the add-on maintainer, @spiff, on the add-on github: https://github.com/notspiff/screensaver.asteroids.

Not really sure. Can you do the following:

1. Boot the NUC into Kodi, configure Kodi for 1920x1080p @ 60Hz.
2. Log in with ssh, run systemctl stop kodi
3. Then run: cat /storage/.kodi/userdata/guisettings.xml | pastebinit, paste the link.
4. Now power off the NUC, the TV, then power them back on (or do whatever you do that causes Kodi to switch resolution to 4K)
5. Assuming Kodi starts in 4K/30Hz, login with ssh and run: cat /storage/.kodi/userdata/guisettings.xml | pastebinit, and paste the link.
