Can you test these three builds for stuttering:
#0703b: Generic
#0703c: Generic
#0703d: Generic
#0703e: Generic
These three builds have different solutions to the "avoid waitboost" issue which is preventing the GPU from boosting.
Note that they each have PR14139 reverted so if you're experiencing crahses on startup with #0703, then #0703b is worth a shot (please confirm if #0703b fixes the crash).

Thanks, did you test all of the others too? My initial testing suggested that #0703b would not boost at all so I'm a little surprised if that eliminates the stuttering.
Edit: Also make sure you've removed all i915_min_freq changes.

Neat.
Stock OpenElec played 1080p H264 fine, but that was about it.
New Alpha build plays my 4K UHD HDR10 Bluray Remux with ease, just some slight missed frames in the start when changing Hz.
Running LibreElec on a NUC6cAYH with 4GB of RAM and a 500GB old HDD.

I have sound cuts with build from version #0609 on my Intel NUC7I3BNH and my Sony STR-DN1080,
I tried builds #0622 and #0629, with same results : very annoying sound cuts
on build #0608 I don't have sound cuts at all.

#0703b had some minor visual stutter.
#0703c had no visual stutter but seemed to be a little delayed on the audio.
#0703d and #0703e both seem to work flawless. I forgot to check top with #0703e, but with #0703d the cpu seems to be very minimal usage.
Let me know if there's any other info I can provide.
