My device is a NUC7CJYB (running 0122 at the moment). With resolution on 3840x2160 23.98Hz works without problem. When I select Full-HD and 23.98Hz for the GUI in settings, my display goes black and loses signal.

Not a Debug Log - one sees nothing. Turn on debugging, restart kodi, play some videos, post the log
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
