So in page 6-7 there is talk about CPU hangs at 800mhz.
I have the same issue.
Running Kodi/LibreElec native on a NUC and frequency is locked at 800mhz.
Any solution for this?

Please post more details in the new Kodi 19 thread (link at top of first post). "a NUC" is not very descriptive. Ultimately though this is likely to be a kernel bug, so you may have to open an issue there: https://bugzilla.kernel.org/
