Switching to the software renderer solved it for me.

To summarize, regarding KODI 17 Beta 7 on Windows 10 using NVIDIA GTX960 with latest drivers. Playing a movie at 24p.

Stutter:
- Fullscreen mode
- hardware renderer
- Projector goes into 1080p@24p mode

No stutter:
- Fullscreen windowed mode
- hardware/software renderer
- Projector stays at 1080p@60 (guessing due to fullscreen windowed mode)

Best solution:
- Fullscreen mode
- Software renderer
- Projector goes into 1080p@24p
- No stutter.

I have the exact same behaviour. Does anyone know if a fix was found for this Nvidia issue?

There's nothing to fix.  Nvidia drops one frame every 4 minutes.  Maybe some day maybe they will address that.  That isn't stutter.  Playback is butter smooth using correct adjustments.  Doesn't matter KODI version.  You might start by listing some info so helpers have something to guide you by especially your pertinent KODI settings and if your display is native 120Hz or just 60Hz.  60Hz might be problematic fwiw.
