Why isnt Arial font standard on all offiicial kodi skins for international users

A quick workaround is to find your skin's font.xml file located in the skin addon folder tree.  The file is organized as one or more "fontset".  Find the fontset you have selected as the skin "font" in Kodi settings, and see what actual font(s) the skin uses in that fontset.

Then, in the main Kodi program folder, find subfolder media/Fonts/arial.ttf

Copy that into the skin addon "fonts" folder.  Backup the ttf files that you identified in your skin fontset, then rename airal.ttf to the font filename.  If the fontset uses more than one font, you need to do this for each font filename in the fontset.

Note that arial.ttf font may (probably) have different font metrics than the one specified by the skin.  That means the text may not display as intended (point size might be off, characters might be narrower or wider, ascenders or descenders might be cut off, etc).

Unfortunately many skins use fancy fonts but these typically only have script coverage for western latin.
